Research Center for Education Policy (EPAM) in cognizance of its social responsibility aims at developing policies for the education sector in the Türkiye of the future through following, understanding, interpreting and explaining the developments in the field of education. EPAM aims at coining solutions for the problems of present day and future by bringing together, reviewing, and revitalizing the Turkish experiences and opportunities in education sector without overlooking the contemporary debates therein. EPAM looks forward to pursuing its goal of conducting the studies that will strengthen the field of education in Türkiye and help in ensuring the equality of opportunity in education sector in the country and all over the world.


EPAM conducts needs-oriented evidence-based inclusive studies. EPAM analyses the issues on the agenda in the field of education from theoretical and historical perspectives, examines and proposes relevant policies, and brings different perspectives on contemporary debates to light.


The main dominion of EPAM’s works is research and publication. The increased interaction between civil society and policy makers and shared motivation for future works emanating from these publications are highly valued. In this context, EPAM brings a participatory and multi-faceted perspective to educational issues through its publications that include field reports, analysis reports, policy notes, working papers and agenda speeches. In this way, EPAM is contributing to Turkey’s earnestness in contributions towards education, playing a significant role in ensuring quality education and closely following developments therein hence marking its name in the history of the sector.


CURRENT PROJECTS

Istanbul Education Conference

Istanbul Education Conference aims to address the issue of education in Türkiye from a global perspective, taking into account the need to understand global processes in order to take sustainable steps in education in a rapidly changing world. The conference aims to bring together experts, stakeholders and decision-makers to discuss a key issue each year. Thus, Türkiye's education issues are expected to be addressed from a global and inclusive perspective and new interpretations and ideas are expected to be developed. These conferences are planned to discuss education, in general within the framework of economy, employment, development, sustainability and democracy.

  • 1st Istanbul Education Conference was held on November 6, 2021, at Istanbul Cevahir Hotel under the theme Acquiring Skills in the Digital Age.

  • 2nd Istanbul Education Conference was held on October 1, 2022, at Altunizade Mercure Hotel under the theme Seeking a Route in Mass Education.

  • 3rd Istanbul Education Conference is planned to be held in October 2023.

The Educational Technologies Research Project (ETAP)

The Educational Technologies Research Project (ETAP) was initiated to examine the educational technology applications, the importance of which we have learnt through the COVID-19 pandemic, more closely and through the eyes of educators. The following outcomes are expected as a result of ETAP:

  • A dictionary, Dictionary of Educational Technology Concepts,

  • A book entitled, Technology and Education: Approaches from the Perspective of Social Sciences,

  • A research article, Educational Technologies: A Bibliometric Analysis

Religious Education Research Project

Preparation of the following report is planned under this project:

General Outlook and Trends in Religious Education in Turkey (2012-2022).

Focal points of project:

  • Overview of religious education with statistical indicators

  • The transforming structure of the supply and demand for religious education (classes, schools, and courses)

  • The transforming structure of Imam Hatip Schools

  • The place of religious education in non-formal and formal education

  • Religious education in higher education

  • Non-formal religious education and civil society

  • Public debates on religious education

PUBLICATIONS

The Education Monitoring Report (2022)

The Education Monitoring Reports aim to annually analyze, evaluate, and provide a perspective on developments affecting the education sector.


In 2022, the report was prepared with the theme "Transformation of the Teaching profession" and includes analyses written by expert authors on topics such as teachers’ careers, teacher networks, and changes in the social position and reputation of teaching. At the same time, the report covers the year 2022 and addresses 10 topics including educational environment, higher education, inequality in education, and education budget in the light of current data. With its main findings and recommendations, the Education Monitoring Report 2022 provides an opportunity to researchers, academics, policy makers, civil society, and sectors to have deep insights into different topics related to the field of education.

  Policy Notes

EPAM prepares policy notes that offer solution-oriented approaches to the main problems in the education sector and suggest feasible solutions to the policy makers. The policy notes published lately are as follows:

  Seminars / Workshops

We organize seminars and workshops that are delivered by expert researchers on topics highlighted in our policy notes and analysis reports. EPAM seminars and workshops aim to bring together experts and interested audience to discuss and analyse developments in the field of education.
