He completed his undergraduate studies in the Department of History at Istanbul University and received his master’s degree in Republican History from Marmara University. He earned his PhD at Sabahattin Zaim University with a dissertation titled "The Modern Individual Conception of Educators in the Second Constitutional Era and Its Reflections on the Educational Policies of the Period."
His main areas of interest include educational policies in the late Ottoman period, modernization in education, modern education, and the concept of the new individual. Kurtuluş Öztürk is currently serving as an executive at a non-governmental organization active in the field of education. He is the author of the published book "Halil Halid Bey (1869–1931): An Anti-Imperialist Ottoman Intellectual."
