He is the Chair of the Department of Public Finance, Faculty of Economics and Administrative Sciences, Bolu Abant İzzet Baysal University. Born on February 7, 1968, in Düzce, his main areas of expertise are Tax Law and Public Finance Theory.

He teaches undergraduate and graduate-level courses in tax law, tax judiciary, and budgeting. He has numerous national and international publications. Throughout his career, he has held various academic and administrative roles and participated in many national and international scientific activities.
