Post-Earthquake Education Management Discussed at the Ninth EPAM Workshop

The workshop on "Post-Earthquake Education Management" organized by İLKE Foundation's Education Policy Research Center (EPAM) was moderated by EPAM director Selim Tiryakiol. In the workshop, Dr. Gültekin Göçmen emphasized what should be considered in the management of education after disasters such as earthquakes.

Gültekin Göçmen, who completed his PhD in Educational Administration at Marmara University with his thesis titled "Educational Administration in Emergency Situations", drew attention to the issues that came to the fore in educational administration after the earthquake that affected ten provinces of our country.

At the workshop, Göçmen stated that people should be proactive in disasters such as earthquakes: "People should really believe in earthquakes and be prepared for them, unfortunately this was not the case. Teachers and people serving in education should have gone to the places where the students were. But they are being reactive, they should have been proactive. Plans should have been made in advance and acted accordingly."

Stating that many of the emergency intervention steps in education cannot interact with the existing education system after the first intervention and therefore continuity cannot be ensured, Göçmen emphasized that education management in emergencies should be planned in a way to ensure continuity: "Some of the emergency response steps in education are late in interacting with the existing education system. There is uncertainty about how the system will continue after these groups withdraw from the field".

Stating that the most challenging factor in crisis situations and Göçmen said: "The most important factors that challenge training processes in disaster and crisis situations are uncertainty and decision-making processes. Questions such as where emergency education services will be provided, how and for how long they will continue to constitute the basis of this difficulty." 

The workshop, which had wide participation from academicians to teachers, ended with the participants' questions, contributions, and evaluations.
